Determining Student Eligibility to Work
Always check the student's eligibility before hiring or making changes to an existing job. The Eligibility Data panel displays a student's eligibility for employment, for Federal Work-Study funding, and if s/he has an I-9 Employment Eligibility Verification form on file.

Step 1: Student Employment Eligibility
The Student Employment Eligibility field indicates if a student is eligible to work as a student employee. Students must be registered full-time to be eligible.
  • If Eligibility = "Yes" or "Conditionally Eligible", you can hire the student into a new job or make changes to an existing job.
  • If Eligibility = "I-9 Is Missing", the student needs to have an I-9 Employment Eligibility Verification Form is on file in Student Employment Services. Students must not start working until an I-9 is on file and they have been appointed to the payroll.
  • If Eligibility = "No", the student may not work. There are a variety of reasons for this status; the student:
    • may have graduated
    • may have withdrawn from Cornell
    • may be on an academic or medical leave from the University
    • may be registered as Ex-Mu
    • may not have completed his/her registration for the current term
    (If you have questions, check with the student. You may use a UPAF to hire a student whose eligibility is "no" to work as a temp, but you may not hire them as a student worker until their status changes to "Yes".)
  • If Eligibility = "May Not Hire", this individual is prohibited from working as a student for the duration of this status. Reasons are confidential and will only be discussed by SES directly with the student.
Step 2: Federal Work Study (FWS)
The FWS Eligibility field indicates whether the student has a work study award (as determined by the financial aid office) for the current and upcoming employment periods. (During the school year, you will see the award status for the current fall/spring period and the upcoming summer. During the summer, you will see the FWS eligibility for the current summer term and the upcoming academic year.) The amount of the award is not available here.
NOTE: There are two separate employment periods that a student can receive an award: 1) academic year and 2) summer. Federal work study awards that are not used in an employment period cannot be carried forward to any subsequent period.
Step 3: I-9 Eligibility
All student employees must complete an I-9 form (also known as an Employment Eligibility Verification form) in order to work at the university. This field must have an entry in it (typically the date on the I-9) or you will not be able to hire the student. Please note that a student cannot be appointed, and should not work, until a completed I-9 has been processed by Student Employment Services. Students who are U.S. citizens or Permanent Residents, and international students with an F-1 Visa should complete their I-9 forms at the departmental level; international students with any other visa status should be referred to the International Students and Scholars Office in Caldwell Hall to confirm employment eligibility and to complete their I-9 forms.
NOTE: If the I-9 date on this screen is prefaced with "E" that date refers to the last day the student is eligible to work. This end date usually applies to foreign nationals and must be adhered to under penalty of the law. Any questions about a student's end date should be referred to Student Employment Services and/or the International Students and Scholars Office.
Employment eligibility and Federal Work-Study eligibility may change at any time for a variety of reasons. Be sure to check the Eligibility Data tab before making changes to an existing job or attempting a new hire.
